The Wall Street Journal notes that Qualcomm has disputed a draft order from Japan’s Fair Trade Commission ordering it to modify its licenses with some Japanese companies and eliminate provisions they say force them to cross-license patents to Qualcomm on a royalty-free basis and prevent them from filing patent lawsuits against them. Qualcomm asserted on Thursday that the companies voluntarily agreed to the licenses “many years ago, after extensive arms-length negotiations” and that several Japanese companies rejected some of the provisions. The company said it plans to submit a written response within the next two weeks.
