Dow Jones Newswires reports that Russian operator VimpelCom will halve the proportion of sales it reinvests in its networks after swinging to a fourth-quarter net loss but remained confident its main mobile business would hold up. Capex in 2009 will total 12-15 percent of revenue, compared with around 25 percent last year. VimpelCom recorded a net loss of US$816 million for fourth-quarter 2008, compared with a profit of US$368 million in the year-earlier period.
