Belgacom has been fined €3.09 million for failing to pass on cuts in mobile termination rates to its fixed-line end-users, reports TelecomPaper. Belgian market-regulator BIPT approved a decision in August 2006 to lower mobile termination rates, and the lower termination rates took effect from May 2007.
