US regulator the Federal Communications Commission said that it had received 764 complaints of ‘bill shock’ during the first half of 2010, when customers were faced with unexpected charges from their operators – 20 percent of complaints involved sums of US$1,000 or more, with the largest single bill being for US$68,505. The most likely reasons include international roaming charges, high costs for “out-of-bundle” usage, charges for bundled elements that customers are unaware of, and confusion about billing plans. While the regulator says it is “moving to address” the issue, it is not clear what steps it is planning.
