Telegeography reports that Polish mobile operator Polska Telefonia Cyfrowa (PTC-ERA) has announced the launch of an HSPA+ upgrade, with the platform offering download speeds of up to 21Mb/s and uploads at a theoretical maximum of 5.7Mb/s.
